Military Tuition Information

Active Duty Military Tuition Rate

A special Military Tuition Rate* is available for:

  • undergraduate students who are
  • members of the Active Duty Components of the U.S. military (or Reserve or National Guard members on active-duty with Title X orders)
  • taking for-credit courses (which can be degree or non-degree seeking, offered on campus or online)

Verification of Active Duty Status

If you self-identify as "active duty military" on your admissions application, your status will be verified by the Registrar's Office using the Servicemember's Civil Relief Act (SCRA) website. We must be able to verify that the student is on active-duty on the date verified and in one of the following Service Components: Army Active Duty; Coast Guard Active Duty; Air Force Active Duty; Marine Corps Active Duty; or Navy Active Duty. Please note that other Service Components, including Reserve and National Guard are not eligible for the reduced tuition rate.

If your service status is not listed correctly on the SCRA website, it is the your responsibility to have it corrected by contacting the Personnel Command of your service branch. Copies of orders will not be accepted as proof of active-duty status.

If you are an eligible student but did not receive the military tuition rate, please email instate@hrfjk.com for assistance. In order to confirm verification of active duty status, we must have the student's Social Security Number, Date of Birth, and Legal Last Name on file. If we do not have this information on file, we may require government-issued identification to verify it.

Military In-State Tuition

In-state Tuition Benefit for Active Duty Military

Effective October 1, 2016, the Code of Virginia section 23.1-500--510 provides the following benefit:

Active duty military, activated guard or reservist members, or guard or reservist members mobilized or on temporary active orders for six months or more, who are residing in Virginia, can be eligible for the in-state tuition rate.

To be eligible, the active duty military member must apply for the in-state tuition rate using the Application for Active Duty/Veteran Tuition Rate. Verification of eligibility is through orders and proof of Virginia residence, which should be submitted with the application.

  • The benefit is not based on designation of Virginia in-state residency, but rather it places a limit on the amount of tuition the student may be charged.
  • Tuition Assistance authorization forms will not qualify students for the in-state tuition rate. The documentation specified below must be submitted in order to qualify for in-state rates.
  • The provision does not provide access to financial aid reserved for Virginia in-state residents and eligible students continue to be categorized as out-of-state (if appropriate) for reporting purposes.

Documentation required:

  • A copy of the military orders which verify active duty military status or activation of reservist/guard member
  • Documentation verifying Virginia residence (such as utility bill, valid lease, etc.)
  • You must submit this documentation EACH SEMESTER in which you plan to use this benefit

Tuition Assistance Requirements

Active Duty Military Eligibility for In-State Tuition

Effective Fall 2007, tuition assistance authorization forms no longer automatically qualify students for the in-state tuition rate. To be eligible for the in-state tuition rate, active duty military members must apply for the in-state tuition rate using the Active Duty Military Tuition Benefit Form.

The following two elements form the basis of the in-state tuition eligibility for non-Virginia domiciled members of the armed forces enrolled in courses at Old Dominion University:

  1. Members of the armed forces not domiciled in Virginia must submit a completed tuition assistance (TA) document that covers at least a portion of the tuition for the semester for which they are enrolling.
  2. In addition, the military student's assigned command must have a "Special Arrangement Contract" (SAC) with Old Dominion University.

A TA document must be submitted for at least a portion of the student's total tuition for every semester that the military student is enrolled at ODU. The student is responsible for paying the portion of the tuition not covered by the TA, and submission of the TA document signifies that the student accepts liability for payment of the tuition not covered. This is an absolute requirement of Virginia law that governs domicile and tuition rates at state institutions and is a provision of the SAC with their command or facility. The University processes the TA document to pay the covered amount-- please always include a social security number (SSN) or University Identification Number (UIN) on TA forms.

In-State Tuition Benefit for Military Spouses/Dependents

As defined by 37 U.S.C. 401, all dependents of:

  • active duty military personnel, or activated or temporarily mobilized (activated for service for six months or more) reservists or guard members,
  • assigned to a permanent duty station or workplace geographically located in Virginia, or in a state contiguous to Virginia or the District of Columbia,
  • who reside in Virginia

shall be deemed to be domiciled in Virginia for purposes of eligibility for in-state tuition and shall be eligible to receive tuition in Virginia in accordance with this section.

All such dependents shall be afforded the same educational benefits as any other individual receiving in-state tuition pursuant to this section so long as they are continuously enrolled in an undergraduate or graduate degree program of an institution of higher education in Virginia or are transferring between Virginia institutions of higher education or from an undergraduate degree program to a graduate degree program.

"Dependent" is defined to include:

  • Spouse
  • Child under the age of 21, provisions up to age 23
  • Dependent parent
  • Legal custody, adoption and step-child

Date of Eligibility: The date of eligibility is either the date of admission or acceptance for dependents currently residing in Virginia or the final add/drop date for dependents of members newly transferred to Virginia.

For dependents of active duty members, the workplace can be either within Virginia, a state contiguous to Virginia, or the District of Columbia. Place of residence MUST be in Virginia.

  • A copy of the military orders which verify:

    • Active duty military status or activation of reservist/guard member, and
    • Work location/duty station within Virginia, a contiguous state or Washington, DC
  • Documentation verifying Virginia residence (such as utility bill, valid lease, etc.)
  • Copy of military dependent identification card issued by the U.S. military.

To be eligible for the benefit, submit the Application for Military Spouse/Dependent Tuition Rate to the Office of the University Registrar.

In-state Tuition for Certain G.I. Bill® Recipients

38 U.S.C. §3679 requires institutions of higher education to charge covered individuals in-state tuition if they are pursuing a course using educational assistance under G.I. Bill® Chapters 30, 31, 33 or 35 while residing in the State in which the educational institution is located.

Covered individuals include:

  • A Veteran using education assistance under Chapter 30 (Montgomery G.I. Bill®), Chapter 31 (Veteran Readiness and Employment), or Chapter 33 (Post-9/11 G.I. Bill®), and who enrolls at ODU following a period of active duty service of 90 days or more.
  • A spouse or dependent using transferred Chapter 33 (Post-9/11 G.I. Bill®) benefits who lives in Virginia while attending ODU (regardless of his/her formal State of residence) and enrolls in the school following the transferor's discharge or release from a period of active duty service of 90 days or more, or if the transferor is a member of the uniformed service and is serving on active duty.
  • Anyone using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in Virginia while attending ODU (regardless of his/her formal State of residence).
  • Anyone using Chapter 35 (Dependents Educational Assistance) benefits and lives in Virginia while attending ODU.
  • Anyone described above while he or she remains continuously enrolled at ODU (other than during regularly scheduled breaks between courses, semesters, or terms) at the same school.

To be eligible for the benefit, submit the Application for Military Spouse/Dependent Tuition Rate to the Office of the University Registrar.

FAQ: Military Spouse/Dependent Tuition Benefits

Spouses and dependent children of active duty military who may qualify for the Military Dependent Tuition Benefit are strongly encouraged to contact the Office of the University Registrar or the appropriate base representatives for full information and application forms. All forms are available on the University Registrar Forms page.

Military Spouse/Dependent Tuition Benefit Form and a copy of the military member's orders to Virginia must be submitted to the Office of the University Registrar prior to beginning classes.

After the application for the benefit has been processed, the student will be notified in writing that they will receive in-state tuition based on this benefit.

The tuition benefit applies as long as the student is continuously enrolled at the University.

No. The Military Dependent Tuition Benefit, once approved, applies as long as the student is continuously enrolled at the University. The benefit does NOT transfer to another institution. If the student transfers, eligibility must be re-established at that institution.

To establish eligibility if the Military Spouse/Dependent Tuition Benefit does not apply, the spouse must be employed full-time in Virginia, and pay Virginia income taxes on all taxable income.

If the spouse does not meet the qualifications as set forth in this provision, the spouse may qualify in one of the following three ways:

  • Live in the state for one year and for that year have a Virginia driver's license, vehicle registration, and voter registration.
  • The military person changes his/her legal state of residence to Virginia (which entails paying Virginia state taxes on his/her military income, obtaining a Virginia driver's license, vehicle registration and voter registration), in which case the spouse could become eligible for the in-state tuition immediately.
  • Live in the state for one year, make the equivalent of a full-time income ($10,300) and file Virginia state taxes on that income. If you do this, you do not have to change driver's license, vehicle registration and voter registration. This is known as the military exception rule.

Dependent Student Definition: Any student who is listed as a dependent on the federal or state income tax return of his or her parent or legal guardian or who receives substantial financial support from his or her parents or legal guardian.

It is imperative to include a SSN or UIN on all tuition assistance documents. Per military policy, SSN are not printed on military service member's tuition assistance (TA) authorizations. There will be blanks to supply either a Social Security number (SSN) or University ID number (UIN). If you do not provide a SSN or UIN on the form, it cannot be processed, which will cause additional billing notices and could result in late fees, account holds, and collection fees.

Master of Engineering Management (MEM Ashore Program) participants are subject to all financial policies at Old Dominion University unless exceptions are specifically noted. Students are encouraged to refer to Student Billing & Payments and the University Catalog for detailed information on policies and procedures.

The MEM Ashore Program's registration is not limited to the typical semester schedule, and tuition deadlines may not coincide with enrollment periods. Accordingly, the tuition is due at the time of registration.

The University does not have control over the disbursement of funds from the Veterans' Administration. Students must pay all charges by the end date of the deferment period even if have not been received. The purpose of the deferment is to permit additional time for veterans, however the time is limited and cannot be extended beyond the published deadline.

Students participating in educational programs through the Department of Veterans Affairs may qualify for a deferment of tuition and fees (only). Interested students should contact the Office of the Registrar. Deferments are only granted if the appropriate paperwork has been processed by the Registrar's Office prior to the tuition deadline for each semester.

Veterans deferments are independent and should not be confused with other University payment arrangements. Students with debts to the University are not eligible.

  • If paying by Tuition Assistance (TA) or by a Graduate Education Voucher (GEV), submit the authorization form and personal payments to the Office of Finance.
  • TA and GEV authorizations that authorize payment of 100% of the changes may be faxed to 757-683-5407.
  • Eligible students may also use Veterans Affairs Benefits. Please contact your nearest Navy College Office for information regarding Tuition Assistance, to obtain points of contact for Veterans Affairs or to reach a Navy College representative.

Students whose service in the uniformed services requires sudden withdrawal or prolonged absence from enrollment at ODU should review Board of Visitors Policy 1416.

Institution Policy for Return of Unearned Tuition Assistance (TA) Funds to the Government

To comply with the new Department of Defense policy, Old Dominion University will return any unearned TA (Tuition Assistance) funds to the military Service branch on a prorated basis through the 60% portion of the period for which the funds were provided.

In instances when a student stops attending due to a demonstrated military service obligation, the University will work with them to identify solutions that will not result in student debt for the returned portion.
